Autism Spectrum Disorder and reading difficulty are two separate things in Step Up's system, even though they're connected for many students. Autism is a qualifying diagnosis that opens the door to FES-UA funding generally. Reading support itself is a service category, funded the same way whether or not autism is involved. Families often assume there must be one specific "autism reading program" benefit, but the actual path runs through two categories that both happen to apply to the same child.

Path One: Speech-Language Therapy

For many children with autism, reading and language challenges show up together, since reading depends heavily on language processing, vocabulary, and comprehension skills that speech-language therapy directly addresses. FES-UA covers speech-language services provided by a Florida Department of Health licensed speech-language pathologist, as one of the specialized services available to approved providers.1 This is a Direct Pay or Reimbursement eligible service, and the provider must be actively licensed and registered in EMA for the specific specialty being billed.

Path Two: Structured Literacy Tutoring

Separately from therapy, Step Up recognizes specific structured literacy tutoring credentials under the standard part-time tutoring category:2

• The Orton-Gillingham Approach
• The Barton Reading & Spelling System
• The Wilson Reading System
• Professionally Certified Education Therapist (PCET)
• Academic Language Therapy Association (ALTA) Certified Academic Language Therapist

This category is open to PEP, FES-UA, FES-EO, and FTC students, and does not require a diagnosis on its own for PEP families. How Autism Qualifies a Student for FES-UA

Autism Spectrum Disorder is one of roughly 20 qualifying diagnoses listed in FES-UA's Appendix A.3 To qualify, a student needs either:

• A current IEP identifying autism-related needs, dated within the last three years, or
• A validated diagnosis from a licensed medical professional: a Florida-licensed physician, a physician assistant authorized to sign on a physician's behalf, a Florida-licensed Autonomous Advanced Practice Registered Nurse, or a Florida-licensed psychologist3

Once a student qualifies for FES-UA on this basis, both speech-language therapy and structured literacy tutoring become available as eligible uses of the same scholarship account, alongside everything else FES-UA covers. These two categories are not either/or. A student can receive speech-language therapy from a licensed SLP and structured literacy tutoring from a separate credentialed tutor, funded from the same FES-UA account, in the same school year. Families commonly run both simultaneously: therapy addressing the underlying language processing piece, and tutoring addressing decoding and reading mechanics directly. Neither path requires the other to be in place first.
